A bill now pending in the Florida legislature, if passed, will go into effect July 1, 2014 and will require the maintenance of a journal and spells out exactly HOW the journal is to be kept. Bill can be read here.

Passed subcommittee today by unanimous vote.

I'm so sorry I never followed up on this - I thought I had updated everywhere I posted.. 😳

This bill died in Committee - so for now, no journal requirement in Florida. We'll see if it's resurrected next year.

In the meantime, my personal opinion is it's still a good idea to keep one. You never know how good or bad your memory is until you need it - and a journal entry is more reliable than anything. Not to mention it's your only proof that the person appeared before you and was properly identified.
