HELP Im in California can I use a Matricula Consular (type of id from mexico) to notarize a deed???

In my notary classes with the Notary Learning Center, I point out that someone from Mexico can use a Mexican Driver License or a stamped Passport. Matricula Consular is not accepted for any notarizations.
